Sir,

I have the honour to transmit for your favourable consideration the enclosed copy of a letter from the Honourable the Director of Public Works together with a copy of the enclosures therein referred to.

2. Mr. King has had nineteen years service and has been promoted only once. That promotion, which was to the post of Land Bailiff which he now holds, occurred in 1888. On the 1st January, 1899, he received an increase to his salary of $20 a month, which brings his total emoluments up to $1630 per annum.

3. The Director of Public Works brought the case of Mr. King before me in June 1899, and I postponed considering any increase to his salary until it should
